Do you need a permit to finish a basement in Ontario?

Yes. Finishing a basement always needs a building permit in Ontario because it involves framing, insulation, electrical, and often plumbing. Key code points to plan for include:

  • Egress windows. Any bedroom needs a window large enough to escape through, which often means enlarging an opening and adding a window well.
  • Ceiling height. Finished basements have minimum height requirements, so check clearances under ducts and beams early.
  • Insulation and vapour control. Basements need proper insulation and moisture control to meet code and stay comfortable.
  • Smoke and carbon monoxide alarms. Interconnected alarms are required.
